Not Just Talk About It.
We design, build, and embed AI systems that deliver measurable ROI — aligned to your business strategy, your data, and your regulatory environment.
A proven, three-step approach that takes you from assessment to implementation
Analysing Your Starting Point
We assess your current data landscape, technology stack, and business priorities to identify where AI will deliver the highest ROI — and where it won't. No hype. No generic slide decks.
Building the Blueprint
We translate your business goals into a structured AI roadmap — covering use cases, data architecture, governance framework, and a phased implementation plan that actually gets signed off.
Shipping Production-Grade AI
We don't hand you a report and leave. We lead the implementation — managing technical teams, navigating vendor ecosystems, and staying accountable until the AI system is live, tested, and delivering value.
End-to-end capability across the data-to-value lifecycle — delivered as standalone services or fully integrated transformation programmes
From vision to executable roadmap — setting direction, prioritising investment, and designing operating models that deliver measurable enterprise outcomes.
Modern data platforms engineered for scale — designing and building the pipelines, integrations and infrastructure that power analytics, AI and operational decisions at enterprise scale.
Trusted data — governed, classified, and compliant. End-to-end governance frameworks aligned with NDMO, NDI and PDPL — embedding stewardship, lineage and quality across the enterprise.
Production-grade AI — from use case to measurable value. We deliver AI and GenAI solutions — from predictive models to enterprise LLMs, RAG and agentic AI — built on responsible AI principles, bilingual English & Arabic.
End-to-end engineering from product concept to live production. Custom software, digital product delivery, and legacy modernisation — powered by our AI-augmented delivery model for up to 5× conventional velocity.
Oxon AI Advisory was founded by Mohamed Elagamy — a Senior Programme Director and AI strategist with over 24 years of technology delivery experience across the United Kingdom, Saudi Arabia, and Egypt.
Mohamed has led multi-million-dollar digital transformations for some of the region's most complex organisations, including Saudi Telecom Company (STC), Saudi Electricity Company, and global financial institutions. At IBM in London, he served as Quantum Client Delivery Lead and IBM Quantum Ambassador, directing strategic engagements at the intersection of AI, high-performance computing, and emerging technology.
He is currently completing the AI-Driven Business Transformation Executive Programme at Saïd Business School, University of Oxford.
The firm's approach is shaped by one belief: strategy without delivery is just a document. Oxon AI exists to close that gap.
Production work. Named clients. Proven outcomes — delivered across KSA, UAE, GCC & globally
Led the end-to-end development of an AI & Data Strategy for a major government entity, including IDO maturity assessment, 22 AI use cases identified and prioritised, future state data architecture design, and a full 3-year implementation roadmap across 4 initiatives and 11 projects.
End-to-end operationalization support for Saudi Economic Zones under Vision 2030 (ECZA). Readiness scoring, KPI framework, and executive dashboards across all zone-level operational functions — replicable across future zone launches.
ML churn prediction and multi-touch marketing attribution deployed live at EXPO RAK Free Zone Authority. Daily prioritised action lists for relationship managers. Marketing ROI re-optimised within the first quarter of deployment.
Conversational AI and document intelligence on Alibaba Cloud. Automated KSA banking onboarding fully integrated with core banking systems. Bilingual Arabic/English — aligned with Saudi banking standards and regulatory requirements.
Directed the delivery of a high-performance computing solution for Vanguard, utilising Variational Quantum Algorithms (VQA) to optimise portfolio construction in scenarios that exceed the capabilities of classical AI.
Directed a national enterprise cybersecurity programme protecting critical Saudi Electricity Company infrastructure — including Security Operations Centre (SOC) establishment, governance frameworks, and programme delivery.
Orchestrated a group-wide infrastructure refresh for Saudi Telecom Company (STC), stabilising a complex multi-vendor environment spanning AWS, Alibaba Cloud, Oracle, Dell, HPE, and Huawei across 20+ technical workstreams.
Applied the Oxford OSPA (scenario planning) methodology to build a board-level AI strategy playbook for SustainGRC — a SaaS company based in London consolidating 35+ ESG, AI governance, risk, and regulatory compliance modules on one canonical data model. Two plausible futures were stress-tested to 2028: regulatory fragmentation across EU, US, GCC and China; and hyperscaler commoditisation by Microsoft, Salesforce and SAP. Eight strategic plays were developed across both scenarios — identifying the two investments robust under either future: the canonical data model and a formalised Big Four co-delivery partnership.
Bilingual, production-ready — deployable within weeks across GCC markets

AI video analytics on in-store cameras delivering footfall heatmaps, demographics and real-time inventory insights. $1.5M additional annual profits generated through data-driven store optimisation.
Neural network and multimodal AI evaluates resumes and video interviews with 95%+ accuracy. Supports 20+ languages for global fair hiring — from shortlisting to structured candidate scoring.
Field notes on AI strategy and governance, drawn from live client engagements
By 2028, the global AI governance landscape could fragment into divergent jurisdictional frameworks — or consolidate as hyperscalers bundle governance into their enterprise stacks. Both are plausible, and a strategy built for one will fail badly in the other. We break down how Oxford's scenario-planning methodology helped a UK governance-intelligence SaaS company prepare for either future, and why naming the "ghost scenario" was the most valuable output of the exercise.
